Thank you for introducing Professor Ueda’s idea. When I was a graduate students, I had the opportunity to learn about Professor Ueda’s thought. What Professor Ueda was trying to say is that we may experience “epistemic uncertainty” that is, uncertainty due to lack of knowledge. Therefore, the main issue of emergent synthesis is dealing with knowledge and solve problems even though our knowledge is incomplete.
